Hr In Government-a Complete Overview

Concept of HR in government should be understood properly. First we will define what a government is? Government can be defined as a system by which a community is governed. Whenever there is a system it consists of three factors that are: Land, capital and manpower. If you have land you can arrange capital and manpower. In the very same case if you have capital you can buy land and arrange manpower. But in case you don’t have manpower and you have rest of the two factors you will not be able to do anything. It is due to the fact that if you have land and capital but you don’t have manpower which will make use of it to take benefit out of it then it is useless to have them. This manpower is HR which means human resource.

HR in government is a term used for all the ministers of the assembly. Usually a political party who is elected by general public makes government in a democratic country. Political party is run by a single person who becomes head of them and then he assigns jobs and departments to his fellows. People should be given responsibilities according to their capabilities. Purpose of HR in government or rather any where is to manage people. Experience HR professionals know very well how to manage people. They have divided HR into different categories. Each category has its own set of principles by following which they manage people. Some of major divisions of HR are: Recruitment and selection, Performance Management, Training and development which have been recently changed to Learning and development and organizational development.

Now keeping in view these major categories we will see how HR in government should work. If we see first category recruitment means to hire right people for the right job. In case of government it will be to appoint right people for right job. For example if a person is good at finance then he must be appointed as finance minister rather than education minister.

Once a mister has been appointed then his performance should be measured. It will give an idea about how well a person is fulfilling his responsibilities. There are certain methods through which one can measure performance and performance gap. Performance gap can be defined as the difference between the performance expected and in actual yielded.

On the basis of performance measured; then a person can be trained in a way to overcome that gap. It will assist a person to enhance his capabilities. Purpose of training is two fold. One is that it helps a person in overcoming areas where he is lacking. Second is that he will be equipped with modern techniques of the modern world of his related field.

This is an ongoing process which helps in improving human resource throughout its tenure. Moreover these categories are with individual’s perspective. As far as organizational development is concerned it refers to see whether our political party which has been elected to make government is heading towards right direction or not? It can be done by holding meetings on regular basis. These meetings will prove to be helpful in making a road map to the goals of the party and government and then taking steps accordingly.
