Now go down all of the options on the left hand side of the page and set them as you see fit, ie set your author name, the site name , tag lines etc until you get to the bottom, You will come across the Themes option, this one is very important, choose a nice theme that suits your type of site,You can also choose how many posts per page to be shown etc, this is all personal preference, Just set the site up to you think it looks nice, and always set the permalinks to custom, click inside the box after you have selected the option and an autofill will appear something like %postname%, use that, That will give your posts url extensions that are relevant to the title rather that calling them p12 or whatever.

Now you are set to start righting, I would suggest that you can use plr material in your site as content as long as you do not claim it to be yours by submitting it to article directories, If you use your own original content your site will be a lot better either way, It is after all the quality of the content that will get people coming back to your site.
