In Full: Minister Of Foreign Affairs Declares Chile To Be A ¨fanatic For Free Trade¨

In a speech given yesterday, Thursday the 11th of May, to members of the American Chamber of Commerce (Amcham) in its monthly breakfast, Minister of Foreign Affairs, Alfredo Moreno, re-affirmed Piñera´s goal that Chile be the first developed country in Latin America by 2018.

Key to the achievement of this goal, Moreno explained to Amcham members, is Chile´s ¨Fanatic for Free Trade¨ attitude which has led Chile to become one of the most ¨open¨ countries in Latin America, to the point that the majority of its financial wellbeing is dependent on foreign business and investments. As further proof of the country´s pro-free trade attitude, Moreno cited the recent addition of Chile as an OECD (the Organization for Economic Cooperation and Development) member-state, in which they are the only member to have some kind of free trade agreement with all of the other participating countries. (Chile boasts of having signed 20 free trade agreements in total.)
Moreno claims that free trade agreements are integral tools that allow Chilean businesses and entrepreneurs to access foreign markets, but emphasized the urgent need for Chile to continue to research the agreements, to make sure that small and medium sized companies are aware of how best to take advantage of them.

The United States, specifically, was named as the source of the greatest potential for the development of Chilean businesses by Moreno, who said that relations between the two countries are the best they´ve ever been. As Chile´s 2cnd biggest trading partner next two China, the United States receives 11.7% of Chile´s exports, helped along by the free trade agreement signed between the two countries in 2004.
Accordingly, the job of the current administration is to continue networking efforts between Chile and the United States by encouraging the

development of micro-economic relationships and cooperation in such areas as science and technology, education, and the environment. The two governments are allegedly in the middle of negotiations that should speed of the process to allow the entry of more Chilean products into the United States, thus giving Chilean investors greater access to US markets.

Moreno also signaled that the country would continue to move, ¨and had already taken big steps¨ towards adopting the Intellectual Property standards demanded by the free trade agreements. These standards protect the patents on medicines of big pharmaceutical companies, and that have therefore generated considerable controversy for allegedly restricting the availability of lifesaving drugs (that might otherwise be provided without a patent) in WTO developing countries.

¨The world today demands a new set of standards, and we are going to need to be more efficient and dynamic¨ said Moreno, bringing his speech to a close in firm support of Piñera´s ambitious economic plan outlined in his state of the nation earlier this May.
