License To Run At Santa Anita: Denied

The Oak Tree Racing Association has been denied a license by the California Horse Racing Board to hold a meet in the fall at Santa Anita. The reason for the denial was due to concerns regarding the track’s surface. Up until now, the meet at Santa Anita had been held there for the last 41 years.

A synthetic racing materials expert, horse trainers and owners informed the California Racing Board during their Thursday meeting at Del Mar that they preferred to not have the meet on the track located in Arcadia, California because of concerns regarding the safety of the track’s synthetic material.

Instead, the trainers and owners all wish to run their horses in Inglewood at Hollywood Park. While this track is also synthetic, the brand of the surface of the track is different.

The chairman of the CHRB, Keith Brackpool informed officials at the Oak Tree Racing Association that he would not be able to provide a vote approving the fall meet which had been scheduled to begin on September 29th. However, he told Oak Tree that if an agreement can be reached with the trainers and owners of the horses, the decision could be reconsidered.

Oak Tree’s executive vice president, Sherwood Chillingworth stated that he will be continuing forward with the decision to have the meet at Hollywood Park; regardless he is not ignoring the fact that the decision is still subject to change if an agreement is reached.

The president at Hollywood Park, Jack Liebau has announced that his track is entirely ready to host Oak Tree’s fall meet.

All that is needed now is the approval of the Thoroughbred Owners of California. Before the meet can even take place, this group will have to come to an agreement with the Oak Tree Racing Association before the fall meet can even go on. The president of the TOC, Arnold Zetcher admits that he is rather concerned that there is simply not enough time left in order to come to an agreement of this sort.

An expert on synthetic racing surfaces and en engineering professor, Michael Peterson submitted his analysis of the inspected track that he conducted last week. He found the Santa Anita track to be lacking in evenness and consistency. In addition to that, he also found a great deal of rocks on the material as well.
