Essentially, the subject of free grants is hazy to some people. There are many who think that free grants are essentially grants that one does not need to pay for at the point of application apart from being free in the sense that the resources and money granted to a particular project would not need to be payed back (nor would it be taxed). There are many more who think that the very idea of the completely free grants is a lie, that one always needs to pay money in order apply before one even gets the grants themselves. Which one of them is right?
The truthful answer is this: for the most part, the people who believe that free grants are never really free are correct. Typically, one really has to pay for the application for the grant for many people this is practically free anyway, as the grant that they will be receiving would be far larger than the money that they had to pay in the first place. Couple this with the fact that they would not have to pay anything again, they would not be paying the resources back nor would they be expected to pay taxes for the money that they get from the trust, the foundation, or even the government and one could technically say that free grants are ALMOST FREE.
However, there are some instances wherein free grants most definitely become free due to the dire circumstances in this case one only needs to register and prove that they are in desperate need of financial support until they can get back on their feet. Calamity victims and the like are allowed to avail of this type of free grant, and only when it is being offered.
