To large a pump and your electrical bills will skyrocket. Too small a pump and your filtration system won't function properly. Also, a smaller pump on a larger pool means the filter will tend to break down or burn out much sooner.

Besides, connecting a pump and filter to your pool that is too large for the amount of water that your pool contains simply won't make any difference in the cleanliness or operation of your pool.
