Should Scooter Laws Be Changed?

In most states a scooter with a 50cc engine does not have to be registered or have insurance coverage. This includes the classic moped in some states. After a number of deaths on these forms of transportation, some states are are considering changes to laws.

Let's look at a few of the deaths cited. As a general statement, each death cited involved alcohol or drugs as the main contributing factor. Proponents of law changes scream that requiring a license and insurance will hep control these scofflaws and make roads safer for everyone else. Really? Do they think that a person who is drunk or drugged will be high, look at a scooter, and think ''Wow, I do not have the required license and insurance. I will not ride impaired today!''

The people pushing these laws should just be honest. They want insurance coverage to help make sure their vehicles are going to get fixed if some meth-head wrecks into them. A more sensible law change would be to require helmet use and safety courses for all scooter and moped riders. Will that lower the number of deaths and property damage incidents related to impaired riders? Probably not, but it would help young riders learn to operate their rides more safely and, perhaps, chose to not ride impaired in the future.
