A country such as Canada has traditionally low crime rate but very different situations pertain in other countries. Canada may be relatively unguarded when compared with a countries where suburban houses are actually fortresses within which residents sometimes see themselves as prisoners, unable to go out without an escort and conscious of the importance of alarm system.

In some countries not to have an alarm system is to risk robbery, rape, assault and trauma. The national police force is widely ignored because it does not provide protection for ordinary citizens from criminals.

Daily newspaper reports tell of robbery, rape, murder and assault in some unfortunate states. Criminals in a sick society terrorize and persecute innocent citizens, particularly those who are most vulnerable by reason of age, gender or economic status. There are criminals in schools, workplaces and on the streets. In may cases they are used by crime bosses who may pose as dignitaries or politicians.

Recently a man was working in his house at night with the interior lights on. Outside all was dark The alarm system was not activated because the man assumed that he was safe inside his house, but he was wrong. A sudden crash and rending of glass shocked him as he sat at his computer. By the time he had walked to his bedroom a robber was standing inside, armed with an ax, ready to attack and rob. Similar scenes are repeated, often, throughout the country, as press reports confirm

The man's mistake was that he had not activated his alarm system whilst he was inside. He did not realize that the latest fashion among South African criminals is to attack whilst residents are inside with the house lights on. Criminals can see whether or not the resident is alert and where cell phones, wallets and computers are located. People are not safe even within their own homes.

In crime ridden countries short term insurance companies raise their premiums if house building is in progress in a client's neighborhood. This is because it is so well known that construction workers act as spies noting details such as whether or not security systems are in place. Information is passed on to their children who are being trained as criminals, often with the help of international crime syndicates.

Many thousands of people emigrate from crime ridden societies and settle in countries like Canada or Australia where crime rates are relatively low. However, not everyone can escape. Those who remain organize themselves independently of the national police force and may have lessons to pass on to the citizens of other countries that have not yet been targeted by criminals.

The first lesson is that crime, like industry, is now globalized. In countries where citizens have organized themselves to withstand predation criminals have to work harder for less. The crime gangs then move on to countries where low crime rates in the past have left soft patches of vulnerability, The need for vigilance in countries with low crime rates is urgent because criminals do best when their prey is caught unaware. This is why the importance of alarm system cannot be under estimated by the citizens of low crime rate countries.
