Transition With Teamwork
Sure, you could always mandate and punish for disobedience, but when making significant changes that will take the dedication and hard work of many people, it is reasonable to assume that honey might make things easier. That is not to say that you have to be so forgiving and accommodating as to be taken advantage of, but you can make the process easier if you let everybody be involved. This doesn't mean implementing every idea that every person comes up with and changing plans to the whims of the masses, but it does mean giving some credence to what they say. It'll be difficult to get everybody to feel comfortable enough to share their ideas and there will always be a percentage of workers that will never participate and you will always have a percentage of staff that take advantage of the system and will want to share all of their whacked out ideas, but you just might get something good. The hard part is getting everyone comfortable enough to actually talk to each other. But once you do, once you open those lines of communication, once you get everyone believing that their thoughts and opinions are just as important as anybody else, then you are going to be onto something. Then you are going to have something special, a group of employees, no matter what level they are within the organization, not afraid to communicate. It will open up the pathway for new ideas and also keep the distribution of information between workers and departments running smoothly. It's what moves the progress of the business forward.
