Not all organizations have Human Resource Management (HRM) department. Some organizations do not find the establishment of the department necessary in the organization. They argue that managers can do the function of the HRM.
Although some organizations do not have HRM department, this does not mean that they do not do its functions. Most small businesses can manage their organization by assigning HRM tasks to different personnel. However, bigger organization needs to have a specific department that will handle concerns the employees.
Here are the important functions of the Human Resource Management:
1. It is the duty of the human resource management to recruit and choose the right personnel for the organization. Finding the right people is difficult and expensive especially with the kind of competition today. Although there are several people who are looking for jobs, only few are qualified. It is the duty of the HR department to find and employ them.
2. Motivation is a very important factor in retaining valuable employees in the organization. Part of the function of HRM is to develop effective programs that will motivate the employees to give their best performances. They can also conduct a study that will help identify major contributing factors in motivating the employees.
3. It is also their duty to evaluate the performance of their employees. They facilitate the evaluation of employees by their immediate supervisor, peers, and self-evaluation as well. The evaluation will serve as their guide in assessing the capacity of their staff. Their assessment will guide their decisions in making policies on employees, future trainings, and possible sanctions.
4. They are also responsible for managing the rights and needs of the employees. It is their responsibility to uphold the rights of their personnel. They also have to attend to conflicts in the workplace to maintain a harmonious relationship in the organization. They are responsible for making on time payments and government contributions. They also have to execute fringe and statutory benefits for their employees.
5. Training and development of the human resource is another duty of the human resource department. Employees have to undergo training from time to time regarding different subjects. The training can be about work but it can also be about personal development. They can propose topic about stress management and effective leadership. They can also conduct training on new equipments and technologies that the organization will use.
Although not all organizations have a department intended for human resources, all of them make sure that someone does its functions. It is important that these functions are executed to take care of the most important asset of the organization.
However, bigger industries need a department for HRM to address the employees better. Since big organizations have more employees, more issues and problems may arise. Issues regarding human resources will not be given enough attention if bigger organizations do not have an HRM department. This can lead to employees leaving the company and seeking for better organizations. As a result, the company will incur expenses and losses because of unfinished jobs and training new employees.
