The one thing that most people do not know is that the bonding companies charge a high fee and some smaller electrical companies have to pass this cost or a part of it onto the customer. It is a matter of how strongly you feel about having a bonded electrician whether you want to take the added cost into your estimate. This does however guarantee the work for the life of the contractor, which means you need to know the name of the agency that is bonding the electrician in case you need it in the future. You can check with the bonding company before contracting the electrician for work to find out if they are indeed bonded and check with your licensing branch to see if the company has had any bad complaints. The professional electrician that is bonded, insured and licensed will be a good choice, but one that is not bonded can do the same quality work.
